National Drafting Committee

Constituted by the National Working Group on Home-Based Workers

    Recognising the urgent need for a comprehensive legal framework to protect and empower India’s home-based workers, the National Working Group on Home-Based Workers has constituted the National Drafting Committee to prepare a rights-based legislative framework for the proposed Home-Based Workers Bill.

 

    The National Drafting Committee comprises eminent experts in labour administration, law, economics, public policy, social sciences, and social justice. Bringing together former senior government officials, distinguished academicians, legal scholars, labour economists, and development practitioners, the Committee reflects a broad spectrum of knowledge and experience necessary for developing progressive labour legislation.

 

     The Committee is entrusted with steering an inclusive, consultative, and evidence-based drafting process. Its mandate includes examining existing legal and policy frameworks, reviewing national and international best practices, engaging with workers’ organisations, trade unions, civil society institutions, academic experts, and policymakers, and preparing recommendations for a comprehensive legislative framework that promotes legal recognition, decent work, social protection, fair remuneration, and livelihood security for home-based workers across India.

 

    The Committee is guided by the constitutional values of social justice, equality, dignity of labour, and inclusive development. Through a transparent and participatory drafting process, it seeks to develop legislation that responds to the lived realities of millions of home-based workers while aligning with national priorities and internationally recognised labour standards.

 

    The National Drafting Committee reflects a collective commitment to ensuring that home-based workers—particularly women, who constitute the majority of this workforce—receive the legal recognition, institutional support, and social protection essential for securing dignified livelihoods and contributing to India’s inclusive and sustainable economic development.

National Working Group on Home-Based Workers

  To advance the development of a comprehensive legislative framework for India’s home-based workers, the National Working Group has constituted a high-level Drafting Committee comprising distinguished experts from the fields of labour administration, law, economics, social sciences, public policy, and social justice.
 
  The Committee is entrusted with guiding the drafting process, facilitating stakeholder consultations, examining legal and policy frameworks, and preparing recommendations for a comprehensive Home-Based Workers Bill that promotes recognition, rights, social protection, and livelihood security.
      

A global and national collaboration of universities, experts, and eminent personalities supporting the Home-Based Workers Bill process.

  The Home-Based Workers Bill process is being supported by broad-based academic and institutional participation. This includes engagement from over 100 national law universities, central universities, general universities. In addition to it, 70 more civil society organisations across India. At the international level, more than 50 foreign universities have been invited to contribute through research inputs, policy recommendations, and academic endorsement.

 

  The initiative has also drawn attention from distinguished individuals, including three Nobel Laureates who have responded positively to participate in the process. In addition, more than 10 Padma Shri awardees from India are associated with and contributing to the initiative, strengthening its credibility and multi-stakeholder character.

Mandate of the Drafting Committee

The Committee shall:
  • Develop the framework for a comprehensive Home-Based Workers Bill.
  • Review existing labour and social protection laws relevant to home-based workers.
  • Undertake consultations with workers’ organisations, trade unions, civil society groups, academic institutions, and policymakers.
  • Examine national and international best practices relating to home-based work.
  • Recommend legal, institutional, and social protection measures.
  • Facilitate the preparation and submission of a draft legislative framework for consideration by relevant authorities.
